Marino to Testify at Subcommittee Hearing

WASHINGTON -- U.S. Rep. Tom Marino, PA-10, is one of four witnesses who will testify at Thursday’s hearing before the Subcommittee on Federal Workforce, U.S. Postal Service and Labor Policy. “Rightsizing the Federal Workforce” will begin at 9:30 a.m. in room 2154 Rayburn House Office Building, Washington, D.C.

Marino will speak in support of HR 1779, the Federal Hiring Freeze Act of 201, which he introduced on May 5. The bill was referred to the Committee on Oversight & Government Reform.

HR 1779 would freeze most federal hiring until the federal deficit is eliminated. The proposed freeze would affect all federal agencies but allows for exceptions during times of war and for federal law-enforcement positions, and vital national security positions.

HR 1779 would go into effect for the first fiscal year after its passage and would terminate when the Office of Management and Budget determines that there is no longer an annual federal budget deficit.

In his testimony on Thursday, Marino will cite President Ronald Reagan’s first official act following his inauguration on Jan. 20, 1981 – a Presidential Memorandum calling for an immediate freeze on the hiring of civilian employees in the executive branch. He will also discuss his work experience as a manager in a factory.

“The fact is, we need to manage the government more like we run our businesses,” Marino said. “When the revenues weren’t coming in, we cut our costs.  One of the ways we cut our costs was by not replacing people when they left and asking the remaining employees to produce a little more; and they did.  This approach is what we need to do in Washington with federal employees.”

Also scheduled to testify are: U.S. Rep. Cynthia M. Lummis, Wyoming; Dr. Andrew Biggs, American Enterprise Institute for Policy Research; and William Dougan, President, National Federation of Federal Employees.
