Marino Statement on Taxation of Interstate Commerce Hearing
Washington D.C.—Congressman Tom Marino (PA-10) issued the following statement after holding a legislative hearing on three bills (H.R. 2584 the Business Activity Tax Simplification Act of 2015, H.R. 1643 the Digital Goods and Services Tax Fairness Act of 2015, and H.R. 2315, the Mobile Workforce State Income Tax Simplification Act of 2015) designed to solve disputes between states regarding the taxation of businesses and employees:
“As outlined by our Constitution, the federal government has a responsibility to solve disputes between the states. We also have a constitutional obligation to examine the facts thoroughly and settle disputes fairly. This Congress, our committee and subcommittee members have put forth three bills which fulfill our obligations and present a clear path toward less regulation rather than more.
While I speak of responsibility and obligatory governmental functions relating to these issues, it is imperative we maintain the rights of a state. Similarly, we must work to be sure states are not permitted to levy taxes and impose regulations on citizens of another state; especially those not represented in a state where they are taxed.
Today’s hearing was productive in that sense. I felt every member and witness, from either party or persuasion, understood the fundamental need to protect the sovereignty of states and the rights of individuals. That consensus will be key moving forward as we seek to enact laws that create a friendly economic environment and decrease the burdens of businesses that employ workforces across state lines.”
